Gambling

The Gambling Act 2005 came into effect in April 2007.

Under the Gambling Act 2005, The Council is responsible (with the exception of the National Lottery and spread betting) for the granting of premises licences for many different types of premises where gambling can take place including:

  • Casinos
  • Betting shops
  • Bingo

The council is also responsible for the issuing of permits for Family Entertainment Centres, Licensed Premises Gaming Machine Permit, Prize Gaming Permit, and Small Society Lotteries to name a few.

Statement of principles 2025 - 2028

The Gambling Act 2005 requires each local authority to publish a 'Statement of Principles' outlining how the authority will deal with such applications.

Our current policy explains how we will carry out our role under the Gambling Act 2005. The Statement of Principles came into effect on the 31 January 2025 for three years.

The Licensing Objectives

The Gambling Act 2005 requires that the Authority carries out its various licensing functions with regard to the three licensing objectives which are:

  1. Preventing gambling from being a source of crime and disorder, being associated with crime and disorder, or being used to support crime
  2. Ensuring that gambling is carried out in a fair and open way.
  3. Protecting children and other vulnerable person from being harmed or exploited by gambling.

Gambling can lead to problems for some individuals and their families. Gambling-related harm is the adverse impact of gambling on the health and wellbeing of individuals, families, communities and society. This harm can impact on people’s resources, relationships and health.
