Additional Public Drop-ins – June 2025

With work well under way to deliver the two projects within the Ashbourne Reborn programme, additional drop-ins have been announced for members of the public and businesses to ask detailed questions and raise issues about the delivery of the programme. The sessions are being held on Monday 9 June (4:30pm-7pm) and Wednesday 18 June (4:30pm-7pm) at Elim Church, Ashbourne, DE6 1DG. The sessions are open to all and registration is not required.

Public attendance at Ashbourne Reborn Programme Board Meetings

The next Ashbourne Reborn Programme Board meeting will take place on 12 June at 3pm, again at Elim Church, Ashbourne. Members of the public are able to attend to observe and can register in advance to address the Board / make a public statement at the start of the meeting relating to items on the agenda. Each individual who has registered to speak in advance will be allotted a set period to speak. To save time, members of the public with similar questions may wish to nominate one speaker to make the statement on their behalf.

How can I register to make a public statement?

You need to telephone or write to the Democratic Services Team (This email address is being protected from spambots. You need JavaScript enabled to view it.) no later than midday on the third working day prior to the meeting date. This means that for the 12 June Programme Board, requests need to be submitted no later than 12:00 noon on Monday 9 June.

Can I ask questions?

You can submit up to 3 questions and no more than 1 such question may be asked on behalf of one organisation. Questions need to be submitted by telephone or by writing to the Democratic Services Team (This email address is being protected from spambots. You need JavaScript enabled to view it.) no later than 12:00 noon on Monday 9 June. You must give your name and the subject matter the question(s) relates to.

When will I receive an answer to my question?

Answers to questions submitted in advance will be provided at the meeting, and questions and answers will be recorded in the minutes. To manage the time available, responses will not be given to individual statements, or questions that were not submitted in advance, although relevant issues will be addressed through the meeting agenda.

Will there be a Q&A session at each Programme Board meeting?

No, the Ashbourne Reborn Programme Board meeting will not include a Q&A session. The drop-in sessions due to be held on Monday 9 June (4:30pm-7pm) and Wednesday 18 June (4:30pm-7pm) at Elim Church provide this opportunity.

At the last Programme Board meeting on 24 April, the Chair took the decision to accept open questions from the floor to better understand the issues that attendees wanted to raise. At future meetings, the approach to the public participation section of the meeting will be as described above, in line with standard practice across local authorities.

Why is this meeting open to the public?

Local authorities make meetings such as the Ashbourne Reborn Programme Board open to the public to promote transparency in the decision-making process. Agenda and papers are available on the District Council’s website.

What is the meeting about and who takes part in it?

The Ashbourne Reborn Programme Board considers matters that could have a significant impact on the programme in terms of timescales, cost, outcomes and risk, potentially resulting in a change to the approved bid / Memorandum of Understanding between the District Council and UK Central Government.

Delivery of the Highways and Public Realm project is governed by the Project Control Board chaired by Derbyshire County Council which includes representation from local partners, and the Link Community Hub is governed by the Link Project Board led by Ashbourne Methodist Church. The two Project Boards report into the Programme Board and escalate issues for consideration at the Programme Board meeting as necessary.

Why is the meeting being held during the day time when people are at work?

This is an operational meeting and as such, is held during the usual working hours of the District Council.

How does Ashbourne Reborn function?

Ashbourne Reborn is a £15.9m programme aimed at transforming Ashbourne town centre through improvements to highways and public realm and the development of the Link Community Hub. It is funded by the UK Government via the Ministry of Housing, Communities and Local Government (MHCLG).

Derbyshire Dales District Council (DDDC) is the Accountable Body for Ashbourne Reborn. Derbyshire County Council is responsible for delivering the Highways and Public Realm project and Ashbourne Methodist Church the Link Community Hub. These partners work in collaboration with Ashbourne Town Team, Ashbourne Town Council and AshCom who brought forward proposals, identified opportunities and raised match funding for the original bid, and are represented on the Programme Board.

The main contractor delivering the Highways and Public Realm project on behalf of the County Council, Galliford Try, has appointed a Public Liaison Officer (PLO) to act as a point of contact for work-facing businesses.
